Cannot install Publisher on PC with Office already installed - Microsoft Community.

I upgraded to Windows 10 and the snapping to rulers and objects stopped working. Then upgraded to Office but the problem persists. I'm running on Dell Precision M When you move an object in the screen you're supposed to see red rulers when the object is aligned with an other object or a ruler but despite having ticked all the options nothing happens.
